Though I don't know the details, i agree. If microsoft was paying the NSA for the time or if whatever contributions that the NSA made were open to the public, I would be 100% happy about it, but i really doubt they are. I can understand that the NSA is trying to make government computers more secure by doing this but if all they're doing is contributing to some other companies intellectual property I feel we would be better off if they urged government departments to migrate away from windows onto more secure operating systems which the NSA can publicly contribute to.!
