IMO, space flight is unlikely to have a sufficiently big return soon enough to justify the massive capital investment or huge risks to private sector investors without government incentivisation.However, in the very long run it will certainly provide huge benefits to society as a whole and all will benefit. I'd also argue that it's the kind of power that we may not want in the hands of a private corporation when the benefits finally are reaped, much like the military. In the same way sub-contracting is ok, but you want private companies developing new jets, not funding armies.This makes it an ideal candidate for government investment.
